Slums
Slums are terrible places in this world.  Slums usually surround large cities and are low income areas, and are usually very crowded and dirty.  It's kind of like the "ghetto".  Slums need to be cleaned up because they are the source of crime in some cities, they are a health hazard to it's inhabitants, and they just make the rich richer.
The people that live in slums must meet their needs.  Slums are places for the poor so meeting their needs is difficult.  Sometimes they must turn to crime like theft.  "a group of wild looking boys..." these children don't seem to care about the law they just want to get by.  The people that steal might end up joining gangs and becoming henchmen of large criminal organization.
               Slums are dirty places
.  As we know many places in the world are not as great and clean as the US but slums are an extreme health hazard.  "that's sewage" running through the slum and "a toddler stands barefoot at the waters edge".  There is sewage, peoples waste running through their homes.  Which are made of mud.  Those are terrible conditions for anyone to live in.
Lastly, slums must be cleaned up because, back to the first point, people will work and be slaves for almost nothing
.  These desperate people that don't get involved in criminal acts will slave away at rich people's houses and get paid less than minimum wage.  For this reason slums must be cleaned up.
In conclusion slums are dirty, crime infested places
.  Slums should be cleaned up because they are crime sources, they are a health hazard, and because they make the rich richer.
